Upon the establishment of the Commission, or as soon thereafter as convenient, the
Commission shall meet for the purpose of selecting a chairperson, vice-chairperson,
and recording secretary, as designated officers of the Commission and duly charged
with the normal responsibilities accruing to these officers with the understanding
that annually thereafter, in the month of June of each year, a new designation and
selection of officers shall occur.
