§ 1770-280. PROHIBITIONS

It shall be unlawful for any person, firm, corporation, public agency, or any political subdivision of the State of California to do, or cause to be done, any of the following without having first secured a permit from the County:
(a)

Construct, place, or maintain any structure, obstruction, or fill which would retard or obstruct the flow of water within a waterway or upon or between the banks of a waterway;

(b)

Deposit rubbish upon or within the banks of a waterway; or,

(c)

Any other activity that would alter the capacity, drainage pattern or discharge characteristics of a waterway or drainage.
