When any train on any railroad in Sutter County, California, outside of Municipal
Corporations, stops, or is stopped, in such a position as to obstruct the ordinary
travel on any highway, for a longer period than ten minutes, the person, or persons,
having charge of such train must cause it to be separated, so as to leave the highway
open to its full width to accommodate the public travel.
