Pursuant to the provisions of Section 22 of the Sutter County Water Agency Act, this chapter shall not operate to abridge
the rights of any district (as defined in Section 2 of said Act), where the rights,
duties, and powers of said districts are contrary to the provisions of this chapter.
Rather, this chapter shall operate to supplement and augment the rights, duties and
powers of said districts.
