  • Sutter County constructed the Stonegate Village Sewage-Treatment plant to serve properties within the Tierra Buena Community Services District. Construction was financed by using improvement bonds, which will be repaid from assessments on properties within the Stonegate Village Subdivision. This ordinance establishes a hookup fee to be charged to, and paid by, properties outside the Stonegate Village Subdivision that hook up to the treatment plant. The Board of Supervisors finds that the hookup fee is needed to collect funds from properties outside the Stonegate Village Subdivision so that all properties served by the treatment plant bear an equal share of the cost to construct it.
