It shall be and is hereby made unlawful for any person or persons to throw, empty,
or deposit in or upon any public highway, street, or alley, or any yard, lot, or grounds,
or in any gutter, ditch, or basin, or on the bank of any creek, river, or slough,
or near any inhabited house in any unincorporated town in the County of Sutter, State
of California, any manure, filth, dirt, feculent or excrementitious matter or decayed
vegetation exhaling fetid odors or noxious stench.
