§ 715-020. DEFINITIONS

  • For purposes of this chapter:

    Agricultural land means land designated "agricultural" or "open space" in the Sutter County General Plan and used—

    (1)

    For growing food, feed, or fiber crops; or

    (2)

    As range land or pasture.

    Apply means—

    (1)

    To spray or spread a substance onto the surface of land;

    (2)

    To inject a substance below the surface of land; or

    (3)

    To incorporate a substance into the soil.

    For the purpose of conditioning the soil or fertilizing crops or other vegetation grown on the soil.

    Biosolids means sewage sludge that has undergone any process that changes its biological, physical, or chemical characteristics.

    Discharge means to add, pour, dump, empty, spill, or emit, whether intentionally or accidentally.

    Nonhazardous ash means—

    (1)

    Nonhazardous product or residue from the combustion of matter; or

    (2)

    Hazardous product or residue from the combustion of matter, if it can be managed as a nonhazardous waste in accordance with the California Code of Regulations.

    Waste shall be classified as hazardous or nonhazardous in accordance with the California Code of Regulations.

    Person means—

    (1)

    Any individual, partnership, joint venture, trust, association, or corporation;

    (2)

    Any city, county, district, or other local or regional governmental entity; and

    (3)

    The United States and the State of California, but only to the extent allowed by law.

    Septage means liquid or solid material removed from a septic tank, cesspool, portable toilet, Type III marine sanitation device, or similar device or facility.

    Sewage Sludge means any solid, semi-solid, or liquid product or residue generated during the treatment or processing of domestic sewage or industrial waste, or both, in a wastewater treatment facility. Sewage sludge includes but is not limited to septage; biosolids or other material derived from sewage sludge; and scum or solids removed in primary, secondary, or tertiary wastewater treatment processes.

    Wastewater treatment facility means any publicly or privately owned facility used to treat or reclaim domestic sewage or industrial waste, or both, including but not limited to a septic-tank-effluent-pump (STEP) system.
