If any section, subsection, sentence, clause or phrase of this Chapter is for any
reason held to be unconstitutional or invalid, such decision shall not affect the
validity or constitutionality of the remaining portions of this Chapter. The Board
of Supervisors hereby declares that it would have passed this Chapter and each section,
subsection, paragraph, sentence, clause or phrase thereof irrespective of the fact
that one or more of the sections, subsections, sentences, clauses or phrases thereof
be declared unconstitutional or invalid.
