The Board of Supervisors of the County of Sutter, State of California, on the basis
of employment conditions, the state of the County jail facilities, and other pertinent
circumstances, finds that the operation of Section 1208 of the California Penal Code,
more commonly known as the "Colby" Work Furlough Law, providing for the operation
of a Work Furlough Plan for County jail prisoners, is feasible.
