Every person, firm or corporation in the County of Sutter, advertising by use of the
"three ball" pawnbrokers' sign, or by advertising "unredeemed pledges," or any other
expression or term designating a pawnbroker's business, or that advances of money
are made on articles of personal property of any kind, or that purchase of such articles
is made on condition that the same will be resold to the seller, shall be deemed to
be pawnbrokers and shall be subject to the conditions and restrictions provided in
this ordinance.
