§ 16-080. APPLICATION OF GENERAL BIDDING REQUIREMENTS
(a)
In those cases where competitive bidding for materials, supplies, equipment, products or services is required by statute, local rule or ordinance and in those cases in which it is determined that competitive bidding, although not mandatory is nevertheless desired, the provisions hereinafter set forth shall apply unless an exception is made by the Board of Supervisors as the result of a specific application to the Board for that purpose. For the purposes of this section, approval of the contract for the purchase, lease or rental by the Board of Supervisors shall be deemed sufficient evidence of the Board of Supervisors having made such a finding.
(b)
The rules hereinafter set forth, which are minimum requirements, are in addition to and not in lieu of all applicable state, federal, and Sutter County rules, regulations, policies and ordinances. This ordinance applies to both purchases and sales by the County of Sutter.
