Any person, customer, permit applicant or permit holder affected by any decision,
action or determination interpreting or implementing the provisions of this Title
or in any permit issued under the provisions of this Title, or who disputes any charge
imposed in connection with the services provided, may file with the Director a written
dispute. The dispute shall be submitted within 20 calendar days of the billing date
or the date of such decision, action or determination and shall set forth in detail
the facts supporting the dispute. The Director shall have 30 calendar days after receipt
of the dispute within which to respond. During this period, payment of the disputed
bill shall not be required but the original decision, action or determination shall
remain in effect. The decision of the Director on the dispute shall be final.
