No building permit, except for not more than three model homes, shall be issued for
the construction of any building, structure, or other work on any parcel proposed
to be created until a parcel map or final map has been approved and recorded in accordance
with the provisions of this Chapter and of Title 7, Division 2, Chapter 3, Article 6, beginning at Section 66464 of the Government Code of the State of California and
recorded in the office of the County Recorder.
