§ 1060-001. PREAMBLE

This chapter provides policy direction governing award and operation of cable television franchises. Individual franchises may differ subject to their respective franchise agreements. This chapter and individual franchise agreements are intended to complement each other and to be read together in a consistent manner. Where there is a direct inconsistency between the provisions of this chapter and a franchise agreement, the provision of the franchise agreement shall prevail. To the extent that the public interest can be reasonably served, the Grantor intends to rely wherever possible on competitive factors and the marketplace to oversee cable franchises. However, the Grantor reserves all rights under federal and state law to regulate its cable franchises.
